I write, however, with the hope that either the Foreign or the Colonial Office may suggest what may not have occurred to their British representatives- that Canada is an equal partner in these days in the life of the British Empire, that she should be so treated abroad.

Senator Webster, of Montreal, my travelling companion in Japan, received the same impression as myself, and has done something at Ottowa to draw the attention of the Minisier of External Affairs to the matter but so far I have heard

of no result.
